September 14th at the United Nations Headquarters in Geneva, in the witness of Deputy Prime Minister Vuong Dinh Hue and other high-level UN officials, Deputy Finance Minister Vu Thi Mai On behalf of the Ministry of Finance of Vietnam signed Letter of Understanding between the Ministry of Finance and the World Health Organization (WHO) on technical assistance to the assessment of the expected health and fiscal impacts of the Special Consumption Tax imposed on cigarettes, Memorandum of Understanding between the Ministry of Finance and the United Nations Conference on Trade and Development (UNCTAD) on Technical Assistance in the development of a modern public debt database and debt management tools.

Also on the agenda, Deputy General Director of the General Department of Customs Nguyen Duong Thai signed with the representative the International Road Transport Union (IRU) a cooperation agreement on technical assistance between General Department Customs and IRU.
In the field of public debt management, UNCTAD has been cooperating with the Ministry of Finance since 1995 through the provision of a Debt Management and Financial Analysis System (DMFAS) in conjunction with training and workshop activities. Currently, the Ministry of Finance is using DMFAS version 5.3 in debt management. UNCTAD provided technical assistance in developing the interface between DMFAS and the Treasury and Budget Management Information System (TABMIS). In addition, UNCTAD has also joined the World Bank in debt review missions, providing training on tools for developing debt strategies and medium-term debt programs.
Meanwhile, the target at the end of Technical Assistance between the Ministry of Finance and the World Health Organization (WHO) is: to make an assessment report on the impact of current tobacco tax policy, as well as the models of tobacco consumption, revenues, and other outcomes; develop a roadmap for increasing tobacco taxes to balance Vietnam's health and budgetary goals, as the basis for the Ministry of Finance of Vietnam to recommend the implementation of tobacco tax reforms, propose other fiscal measures for the Ministry of Finance of Vietnam to strengthen tax policies for tobacco, including tax bases, transfer pricing controls, etc.

For the Cooperation Agreement on technical assistance between the General Department of Customs and the IRU. the IRU will create favorable conditions and provide support to the Customs of Viet Nam with training activities on facilitating international road, the TIR Convention. In addition, providing opportunities for exchange of ideas and experience with relevant government agencies and businesses; conducting research or joint-research on existing barriers to cross-border transport in an attempt to propose solutions to remove barriers to trade facilitation and stimulate economic growth
In addition, the two sides will cooperate and coordinate to increase awareness of the TIR Convention and the benefits of the Convention on the simplification of customs procedures and the facilitation of trade to government agencies and businesses through communication and promotion activities./.
