The Department of Informatics and Financial Statistics, Ministry of Finance joint hands with the Vietnam Public Financial Management Analytical and Advisory Assistance (AAA) Program to conduct trainings on the use of the National Fiscal Data Warehouse for around 400 participants from district finance divisions from Thanh Hoa province northward during November 10 – 13, 2020 in Ha Long city, Quang Ninh province.
The trainings were conducted for district financial officers.
The Ministry of Finance (MOF) issued its National Financial Database Development Project in 2016 to promote e-Governance. The Revenue/Expenditure Database is one of the 12 specialized databases of the ministry. In order to promote a channel to provide information on the State budget in a timely and user-centered manner for ministries and provinces, the MOF completed and put into operation the National Fiscal Data Warehouse Upgrading Project in late November 2018. The warehouse has collected State budget and other socio-economic data which have been arranged and organized in a way that can be managed, operated and used electronically.
The National Fiscal Data Warehouse was developed in a centralized and uniform manner nationwide and in sync. It can consolidate data for use, static reporting, customized reporting and graphic reporting, etc in multi-dimensions to serve the State’s financial and budget management, execution, analysis, assessment and forecasting.
The National Fiscal Data Warehouse uses the most state-of-the-art technology platform to build a standard data warehouse and deploy business intelligence reporting tools to standardize data from multiple sources and maximize their value.
This is regarded as a relatively complicated application which syncronizes the largest number of data sources in public finance, including data from the TABMIS system, Treasury-hosted State revenue management system, financial statistics and shared folders.
Thanks to a range of useful features, the National Fiscal Data Warehouse has supported financial agencies at all levels to consolidate most of the requested budget reports. This assistance has helped to save a lot of time and resources for consolidation of reports and also ensure data consistency from the national to the subnational level. In addition, it has also provided sufficient, timely, visualized and multi-dimensional information on the State budget. As a consequence, the data warehouse has contributed to improvements in effectiveness of State budget mangement.
Participants in the trainings will become trainers who will train other staff at the same budget level to use the National Fiscal Data Warehouse
The National Fiscal Data Warehouse has operated steadily and ensured information security over the two last years. It has met the needs for data mining, searching and assessing local budget of local financial agencies. However, a lot of historical data has not been updated so the database has not been complete and syncronized.
Therefore, the trainings were conducted to train participants from district finance divisions to use execution reports and several dynamic attributes, input estimates and final accounts and make use of estimates, financial accounts and budget disclosure, etc.
Upon returning to their workplace, the participants will train other staff at the same budget level to use the National Fiscal Data Warehouse. Consequently, more historical data will be imported into the system and the data warehouse will be more complete and syncronized.
The trainings were financed by the Swiss Secretariat for Economic Affairs (SECO), Global Affairs Canada (GAC) and the World Bank (WB) via the Vietnam Public Financial Management Analytical and Advisory Assistance (AAA) Program.
